Ngày 07/07/2023, tại Phú Thọ, Tập đoàn Công nghiệp Hóa chất Việt Nam (Vinachem) đã tổ chức Hội nghị giao ban nhằm đánh giá kết quả hoạt động sản xuất kinh doanh của quý II và 6 tháng đầu năm 2023, triển khai nhiệm vụ công tác quý III và 6 tháng cuối năm 2023.
Đến dự và chỉ đạo Hội nghị về phía Ủy Ban quản lý vốn Nhà nước tại doanh nghiệp có: đồng chí Phan Văn Sơn – Phó Vụ trưởng Vụ Công nghiệp; Về phía Bộ Công thương có đồng chí Lưu Hoàng Ngọc – Phó cục trưởng Cục Hóa chất; về phía Tập đoàn Hóa chất việt Nam có đồng chí Nguyễn Phú Cường, Bí thư Đảng ủy, Chủ tịch hội đồng thành viên Tập đoàn; đồng chí Phùng Quang Hiệp, Ủy viên Ban chấp hành Đảng bộ Khối Doanh nghiệp Trung ương, Phó bí thư Đảng ủy Tập đoàn, Thành viên Hội đồng thành viên, Tổng Giám đốc Tập đoàn; các đồng chí trong Ban thường vụ Đảng ủy, Hội đồng thành viên và Ban Tổng Giám đốc Tập đoàn. Đồng chí Phùng Quang Hiệp, Tổng Giám đốc Tập đoàn chủ trì Hội nghị.
Trong 6 tháng đầu năm 2023, tình hình sản xuất kinh doanh của Tập đoàn Công nghiệp Hóa chất Việt Nam gặp một số khó khăn do một số nguyên nhân khách quan và chủ quan, cụ thể: Tình hình kinh tế thế giới tiếp tục diễn biến nhanh, phức tạp, khó lường đã ảnh hưởng đến nước ta. Lạm phát tuy đã hạ nhiệt nhưng còn ở mức cao, tiềm ẩn nhiều rủi ro; nhu cầu tiêu dùng và các hoạt động kinh tế tiếp tục suy giảm, kinh tế thế giới dự báo tăng trưởng thấp trong năm nay… Bên cạnh đó, cạnh tranh chiến lược, bất ổn địa chính trị, an ninh lương thực, thiên tai, biến đổi khí hậu… ngày càng gia tăng; Các mặt hàng phân bón, hóa chất cơ bản, hóa chất tiêu dùng… nhập khẩu từ nước ngoài vào Việt Nam phục hồi cũng tạo áp lực cạnh tranh lên các mặt hàng của Việt Nam và của các đơn vị thành viên thuộc Tập đoàn.
Tình trạng khan hiếm, thiếu hụt nguồn cung các loại than cho sản xuất phân bón với giá neo ở mức cao. Các đơn vị sản xuất phân Urê phải dùng than cám 5a.10 để sản xuất làm tăng định mức tiêu hao và tăng giá thành sản phẩm. Lãi suất huy động và lãi suất cho vay của các ngân hàng thương mại cuối năm 2022, đầu năm 2023 có xu hướng tăng cao, làm cho các đơn vị gặp rất nhiều khó khăn trong việc cân đối lượng vật tư nhập vào phục vụ sản xuất kinh doanh, cũng như quyết định mua hàng của khách hàng. Đặc biệt, tháng 6 vừa qua là cao điểm của nắng nóng, tình trạng thiếu điện chung của miền Bắc dẫn đến tình trạng cắt điện luân phiên, ảnh hưởng rất lớn đến sự ổn định sản xuất của các nhà máy.
Tuy nhiên, nhờ sự chỉ đạo kịp thời của Chính phủ, Thủ tướng Chính phủ đã chủ động, quyết liệt, sát sao chỉ đạo các Bộ, ngành, địa phương triển khai nhiều giải pháp nhằm tháo gỡ khó khăn, thúc đẩy tăng trưởng, giữ vững ổn định kinh tế vĩ mô; giảm mặt bằng lãi suất cho vay, ổn định thị trường ngoại hối; thúc đẩy giải ngân đầu tư công, kiểm soát lạm phát ở mức phù hợp. Giá một số vật tư, nguyên nhiên vật liệu, dịch vụ phục vụ nhu cầu sản xuất kinh doanh của các đơn vị trong Tập đoàn có xu hướng giảm, tạo điều kiện giảm giá thành, nâng cao hiệu quả sản xuất kinh doanh.
Mặc dù gặp rất nhiều khó khăn, nhưng Tập đoàn cùng và các đơn vị thành viên đã nỗ lực, cố gắng phấn đấu để thực hiện kế hoạch SXKD trong 6 tháng đầu năm 2023. Một số chỉ tiêu thực hiện đạt kết quả tích cực so với cùng kỳ năm 2022 như: Sản lượng tiêu thụ mặt hàng chủ lực là phân bón các loại tăng 8,8%, lấy lại đà tăng trưởng sau thời gian suy giảm, cung ứng đầy đủ các mặt hàng phân bón với chất lượng ngày càng nâng cao (ra mắt sản phẩm NPK vi sinh và hữu cơ khoáng vi sinh tại Công ty CP Supe Phốt phát và Hóa chất Lâm Thao, cải thiện tính tan và màu sắc sản phẩm DAP tại Công ty CP DAP- Vinachem, bổ sung vi chất vào các sản phẩm phân bón để tăng hiệu quả đối với cây trồng…). Các nhóm sản phẩm cao su, điện hóa, hóa chất cơ bản, chất tẩy rửa, khí công nghiệp đã có sự phục hồi mạnh mẽ, các chỉ tiêu doanh thu và lợi nhuận đều tăng trưởng so với lũy kế 6 tháng năm 2019 (là thời điểm trước khi diễn ra Đại dịch Covid-19): doanh thu tăng đến 30%, lợi nhuận tăng đến 15%; sản lượng tiêu thụ tăng mạnh so với cùng kỳ năm 2022: lốp radial toàn thép tăng 11,3%, axit Clohidric HCl tăng 8,2%, chất giặt rửa các loại tăng tới 18,7% (trong khi chỉ số tiêu thụ toàn ngành công nghiệp chế biến, chế tạo giảm 2,2% so với cùng kỳ năm 2022). Giá trị xuất khẩu trong điều kiện thị trường thế giới gặp nhiều khó khăn nhưng đã được giữ vững, tăng 1% so với cùng kỳ năm 2022 (trong khi kim ngạch xuất khẩu hàng hóa cả nước giảm tới 12,1% so với cùng kỳ năm trước).
Về công tác ĐTXD, các dự án quan trọng
Dự án đầu tư mở rộng Nhà máy sản xuất lốp xe tải Radial nâng công suất lên 1 triệu lốp/năm của Công ty CP Cao su Đà Nẵng; Dự án đầu tư Dây chuyền sản xuất chất khử trùng các nguồn nước công suất 9.000 tấn/năm của Công ty CP Hóa chất Việt Trì; Dự án xây dựng Nhà máy Lân Văn Điển tại Thanh Hóa của Công ty CP Phân lân nung chảy Văn Điển; Dự án Bãi thải số 3 Nhà máy tuyển Tằng Loỏng của Công ty TNHH MTV Apatit Việt Nam… đang được triển khai theo đúng kế hoạch đề ra. Công tác chuẩn bị đầu tư một số dự án quan trọng cũng đang được tích cực triển khai: Dự án Nhà máy Hóa chất Nhơn Trạch của Công ty CP Hóa chất Cơ bản Miền Nam; Dự án Nhà máy ắc quy An Phước của Công ty CP Pin ắc quy Miền Nam; Dự án di dời Xí nghiệp Đồng Nai và Xí nghiệp Bình Lợi của Công ty CP Công nghiệp Cao su Miền Nam; Dự án mở rộng Nhà máy tuyển Bắc Nhạc Sơn của Công ty TNHH MTV Apatit Việt Nam…
Công tác tái cơ cấu Tập đoàn
Về Đề án cơ cấu lại Tập đoàn giai đoạn 2021-2025: Tập đoàn đã có văn bản về việc xin ý kiến dự thảo Tờ trình và Quyết định phê duyệt “Kế hoạch sắp xếp lại Công ty mẹ – Tập đoàn Hóa chất Việt Nam giai đoạn 2022-2025 và Đề án cơ cấu lại Tập đoàn Hóa chất Việt Nam giai đoạn 2021-2025”. Tập đoàn tiếp tục thực hiện thoái vốn tại một số doanh nghiệp theo Quyết định số 16/QĐ-TTg của Chính phủ và văn bản số 536/UBQLV-CN của Ủy ban.
Tập đoàn đang tích cực triển khai phương án xử lý, tháo gỡ khó khăn đối với một số đơn vị: Công ty CP Phân đạm và Hóa chất Hà Bắc, Công ty TNHH MTV Đạm Ninh Bình, Công ty CP DAP số 2 – Vinachem của Tập đoàn đã được Bộ Chính trị thông qua tại văn bản số 5810 – CV/VPTW ngày 29 tháng 12 năm 2022, đồng ý về chủ trương các biện pháp cơ cấu lại nợ vay và hiện đang được Ban cán sự Đảng Chính phủ chỉ đạo tổ chức thực hiện. Tập đoàn đang tích cực phối hợp với các Bộ, ngành và các tổ chức tín dụng để báo cáo cấp có thẩm quyền xem xét, cho phép thực hiện ngay các biện pháp cơ cấu lại nợ vay đã được Bộ Chính trị thông qua để kịp thời tháo gỡ khó khăn cho các Dự án/doanh nghiệp.
Tập đoàn đã hoàn thiện Kế hoạch sản xuất kinh doanh 05 năm giai đoạn 2021-2025 trên cơ sở tiếp thu ý kiến thẩm định của các Bộ, Ngành…và có báo cáo số 878/HCVN-HĐTV ngày 20 tháng 6 năm 2023 đề nghị Ủy ban trình Thủ tướng Chính phủ xem xét, phê duyệt.
Công tác Lao động tiền lương, công tác quản lý Người đại diện, công tác đào tạo bồi dưỡng, công tác khoa học công nghệ, nghiên cứu phát triển, quản lý chất lượng, công tác phòng chống thiên tai và tìm kiếm cứu nạn, công tác an toàn vệ sinh lao động (ATVSLĐ), phòng chống cháy nổ (PCCN), bảo vệ môi trường (BVMT), công tác tài chính… được tích cực triển khai.
Với tinh thần chủ động quyết liệt triển khai Nghị quyết 01/NQ-CP và Nghị quyết 02/NQ-CP của Chính phủ, bằng sự nỗ lực của Lãnh đạo Tập đoàn và các đơn vị thành viên, toàn Tập đoàn đã cố gắng tổ chức sản xuất kinh doanh theo kế hoạch đề ra, tận dụng thời cơ, giảm thiểu những bất lợi từ giá cả để nâng cao hiệu quả sản xuất cho từng đơn vị nói riêng và cho toàn Tập đoàn nói chung. Trước những biến động lớn của thị trường phân bón, Tập đoàn đã tổ chức Hội nghị chuyên đề ngành phân bón, kịp thời đề ra các giải pháp tháo gỡ khó khăn, đáp ứng cao nhất các sản phẩm phục vụ cho nhu cầu thiết yếu của sản xuất, tiêu dùng trong nước và góp phần bình ổn, đáp ứng đủ nhu cầu phân bón cho sản xuất nông nghiệp. Ổn định việc làm và thu nhập cho người lao động.
Mục tiêu, nhiệm vụ phấn đấu trong 6 tháng cuối năm và cả năm 2023
Đối mặt với những khó khăn và thách thức nêu trên, Tập đoàn và các đơn vị thành viên đề ra mục tiêu, nhiệm vụ phấn đấu trong 6 tháng cuối năm và cả năm 2023 như sau: Giá trị sản xuất công nghiệp tính theo giá thực tế 6 tháng cuối năm 2023 đạt 29.913 tỷ đồng, bằng cùng kỳ năm 2022; lũy kế năm 2023 đạt 54.548 tỷ đồng, bằng kế hoạch năm 2023; Doanh thu 6 tháng cuối năm 2023 đạt 29.868 tỷ đồng, bằng cùng kỳ năm 2022; lũy kế năm 2023 đạt 57.152 tỷ đồng, bằng kế hoạch năm 2023; Lợi nhuận cộng hợp 6 tháng cuối năm 2023 đạt 2.285 tỷ đồng, lũy kế năm 2023 đạt 3.471 tỷ đồng, bằng kế hoạch năm 2023; Tổng giá trị đầu tư xây dựng 6 tháng cuối năm 2023: 580 tỷ đồng, cả năm 2023 đạt 848 tỷ đồng, bằng 75% kế hoạch năm 2023.
Như vậy, tuy gặp nhiều khó khăn nhưng về cơ bản các chỉ tiêu giá trị sản xuất công nghiệp, doanh thu, lợi nhuận, xuất khẩu…đang bám sát kế hoạch đề ra, là cơ sở để Tập đoàn tiếp tục nỗ lực, cố gắng để hoàn thành các chỉ tiêu, nhiệm vụ đề ra cho cả năm 2023.
Để hoàn thành nhiệm vụ kế hoạch năm 2023 trong điều kiện tình hình địa chính trị trên thế giới diễn biến hết sức phức tạp. Tăng trưởng nền kinh tế toàn cầu đang bị suy giảm. Tốc độ tăng trưởng các nhóm ngành sản xuất của các đơn vị trong Tập đoàn đang có dấu hiệu chững lại và gặp khó khăn, ẩn chứa những yếu tố bất lợi. Tập thể lãnh đạo Tập đoàn cùng toàn thể cán bộ công nhân viên các đơn vị sẽ nỗ lực, cố gắng hết sức để hoàn thành cao nhất nhiệm vụ đặt ra. Đồng thời, Tập đoàn kính đề nghị Chính phủ, Ủy ban, các Bộ, ngành tích cực hỗ trợ giải quyết một số nội dung còn vướng mắc như: sớm phê duyệt phương án sắp xếp lại, xử lý nhà, đất tại các đơn vị thuộc Tập đoàn theo quy định tại Nghị định số 167/2017/NĐ-CP, Nghị định số 67/2021/NĐ-CP; Sửa đổi Luật thuế GTGT đối với sản phẩm phân bón; Đẩy nhanh tiến độ giải ngân khoản hoàn thuế GTGT giúp đỡ các đơn vị bổ sung nguồn vốn lưu động, hỗ trợ giải quyết bớt khó khăn trong bối cảnh chính sách ngân hàng đang siết chặt và lãi suất đi vay vẫn còn ở mức cao; Duy trì biện pháp phòng vệ đối với sản phẩm phân DAP và MAP nhập khẩu nhằm bảo vệ sản xuất trong nước, đảm bảo an ninh lương thực quốc gia, bảo đảm sự lành mạnh của thị trường, tạo điều kiện cho sự phát triển bền vững của các doanh nghiệp trong nước, nhằm đạt mục tiêu xây dựng nền kinh tế tự chủ, tránh phụ thuộc vào bên ngoài; Ban hành các tiêu chuẩn, quy chuẩn kỹ thuật, hướng dẫn kỹ thuật, định mức kinh tế kỹ thuật về việc xử lý Gyps làm nguyên liệu sản xuất vật liệu xây dựng và sử dụng trong các công trình xây dựng; Có chính sách ưu đãi về thuế đối với xử lý chất thải thạch cao PG thành nguyên liệu cho phụ gia sản xuất xi măng góp phần giảm thiểu nguy cơ ô nhiễm môi trường; xem xét, báo cáo Thủ tướng Chính phủ trình Quốc hội điều chỉnh thuế nhập khẩu thạch cao tự nhiên lên 10%…
Cũng tại Hội nghị, đồng chí Phùng Quang Hiệp – Tổng giám đốc phát biểu và giao nhiệm vụ trọng tâm cần triển khai trong 6 tháng cuối năm 2023 cho các Ban và các đơn vị thành viên trong Tập đoàn, yêu cầu các đơn vị chủ động bám sát, quyết liệt triển khai các nhiệm vụ ngay từ những ngày đầu, để phấn đấu thực hiện tốt kế hoạch sản xuất kinh doanh đã đề ra. Tiếp tục đoàn kết, đồng lòng giữ vững đà tăng trưởng và tiếp tục xây dựng, cải thiện hình ảnh của Tập đoàn Hóa chất Việt Nam trong năm 2023.
