Giá phân ure có thể tăng nhẹ trở lại vào cuối quý lll, đầu quý lV năm nay do yếu tố mùa vụ, nhưng sẽ khó lặp lại tình trạng “sốt nóng” như trước đây.
Đó là dự đoán của nhiều doanh nghiệp sản xuất trong nước cũng như doanh nghiệp xuất nhập khẩu về diễn biến thị trường phân bón những tháng cuối năm 2023.
Thị trường ure thế giới tăng nhẹ
Nếu như những tháng đầu năm 2023, giá ure tụt “thê thảm” thì từ cuối tháng 6 đến nay, giá ure tại nhiều thị trường quan trọng trên thế giới đã có sự phục hồi nhẹ trở lại. Theo đó, giá ure thế giới đã tăng từ 1-29 USD/tấn tại hầu hết các khu vực. Tại Trung Đông, giao dịch chậm lại trong tuần này trong bối cảnh giá tăng nhanh, trong đó giá tại Ai Cập tăng nhiều nhất tới 29 USD/tấn trong tuần cuối cùng của tháng 6 so với tuần trước. Tại bờ Tây Suez, các giao dịch mua hàng cho vụ đậu tương và chuẩn bị hàng hóa cho vụ thu đã hỗ trợ giá ure tăng từ 1-10 USD/tấn.
Thông tin từ bản tin của Argus và Fertecon (các công ty dự báo, phân tích thị trường uy tín quốc tế), tại thị trường Đông Nam Á, nguồn cung giao ngay vẫn eo hẹp trong khu vực do 3 nhà máy chính ngừng hoạt động để bảo dưỡng ngoài kế hoạch ở Malaysia và Brunei và Indonesia đã làm giảm nguồn cung khoảng 380.000 tấn ure từ tháng 4 đến nay. Bên cạnh đó, chính phủ Indonesia cũng áp dụng hạn chế xuất khẩu phân bón để đảm bảo nguồn cung cho thị trường trong nước.
Tại Trung Quốc, giá ure hạt đục xuất khẩu hiện ở mức 300-310 USD/tấn FOB (giá tại cửa khẩu bên nước của người bán), thắt chặt biên độ hơn so với giá tuần trước là 290-320 USD/tấn FOB. Giá urea hạt trong là 290-300 USD/tấn FOB, tăng so với giá tuần trước là 280-290 USD/tấn FOB.
Giá phân ure Trung Quốc tăng nhẹ do sản lượng ure sản xuất của Trung Quốc giảm xuống do các nhà máy vận hành chỉ đạt khoảng 80%. Sản xuất phân bón từ các nhà máy chạy than chỉ đạt công suất bình quân 82% do có 4 nhà máy đóng cửa để bảo dưỡng. Cùng đó, sản xuất từ các nhà máy chạy khí ổn định ở mức công suất vận hành bình quân 73%, và hiện có 2 nhà máy đóng cửa bảo dưỡng trong 4 tuần tới. Tồn kho của nhà sản xuất giảm xuống còn 325.900 tấn trong tuần cuối cùng của tháng 6, giảm hơn 75% so với mức 1,16 triệu tấn vào đầu tháng, trong bối cảnh nhu cầu mạnh hơn dự kiến trong vụ Hè này.
Tại Pháp, giá ure hạt đục giao ngay tại Pháp tuần hiện ở mức 330-335 euro/tấn FCA (giá giao hàng cho người chuyên chở). Các thương nhân Nga hiện đang chào ở mức giá trên 330-335 euro/tấn FCA.
Tại thị trường Biển Đen, hiện giá urea hạt trong tại Biển Đen tương đương giá tại Baltic, ở mức 240-250 USD/tấn FOB, tăng 10 USD/tấn so với tuần trước. Giá ure hạt đục Nga ở mức 250 USD/tấn dựa theo giá quy đổi bán đi Brazil trong khi giá hạt đục không do Nga sản xuất có giá 300 USD/tấn FOB, tăng từ 15-20 USD/tấn so với tuần trước đó.
Dự báo thị trường ure từ nay đến cuối năm, nhiều công ty nghiên cứu thị trường cho biết, có thể giá ure sẽ tăng nhẹ theo xu hướng biến động của giá than và khí nguyên liệu đầu vào cho sản xuất. Ngoài ra, việc Nga áp đặt hạn ngạch mới cho xuất khẩu phân bón áp dụng từ ngày 1/6 đến ngày 30/11/2023 cũng là yếu tố có thể khiến giá phân ure tăng trong những tháng cuối năm.
Giá ure trong nước có thể tăng nhẹ, doanh nghiệp nhập khẩu “cầm chừng”
Cùng với xu hướng giá ure thế giới, giá ure trong nước dự kiến có thể cũng sẽ tăng nhẹ từ nay đến cuối năm. Dự báo về thị trường này, ông Lê Trọng Phúc – Tổng Giám đốc Công ty Cổ phần Hóa chất và Công nghệ Hà Nội (Hacheco) nhận định: Thứ nhất, về nguồn cung, hiện tại cả Nga và Trung Quốc – hai cường quốc về phân bón đều đã và đang đẩy mạnh việc bán phân bón ra thế giới sau một thời gian dài hạn chế. Điều này làm cho nguồn cung phân bón không còn khan hiếm trên toàn cầu.
Thứ hai là về giá. Giá các sản phẩm phân bón nhất là ure cũng đã giảm rất mạnh. Hiện tại giá ure nhập khẩu từ Trung Quốc về xấp xỉ trên dưới 8 triệu đồng/tấn. Trong khi giá ure trong nước vẫn dao động ở mức 8,7-8,8 triệu đồng/tấn tùy thương hiệu. Với mức giá này, các nhà máy sản xuất ure từ than như Đạm Ninh Bình và Đạm Hà Bắc có thể nói là phải cạnh tranh khá chật vật với ure nhập khẩu.
Thứ ba, dự báo về giá phân bón từ nay đến cuối năm, ông Phúc cũng cho rằng, có thể giá phân bón sẽ tăng nhẹ trở lại vào khoảng cuối quý 3 đầu quý 4 năm nay. Nguyên nhân là do cả nước sẽ bước vào cao điểm mùa vụ, nhất là ở phía Bắc sẽ bước vào vụ Đông và vụ Chiêm Xuân – là thời điểm tiêu thụ phân bón lớn nhất trong năm. Tuy nhiên mức tăng này dự báo chỉ là tăng nhẹ, không thể nào tạo nên một “cơn sốt” như trong năm 2021 và 2022 vừa qua.
Thứ tư, ông Phúc cũng cho rằng, hiện các doanh nghiệp sản xuất phân bón trong nước và cả các doanh nghiệp làm thương mại (xuất nhập khẩu phân bón – nguyên liệu sản xuất phân bón) năm nay cũng gặp khó khăn lớn. Nguyên nhân là bởi giá cả diễn biến thất thường. Các doanh nghiệp làm công tác xuất nhập khẩu phân bón từ đầu năm đến nay đã gặp khó khăn lớn, thậm chí thua lỗ hàng chục tỷ đồng khi nhập lô hàng lớn về và gặp cảnh giá xuống. Chính vì thế, từ nay đến cuối năm, các doanh nghiệp nhập khẩu cũng sẽ nhập “cầm chừng” và nghe ngóng thị trường. Việc thận trọng hơn trong bối cảnh diễn biến giá phân bón hiện nay là rất cần thiết – ông Phúc cho biết.
Đồng quan điểm nay, bà Nguyễn Thị Tiêu, Chủ tịch HĐQT kiêm Tổng Giám đốc CTCP Xuất nhập khẩu Hà Anh – một trong những “tên tuổi” lớn trong lĩnh vực xuất nhập khẩu phân bón của cả nước cho biết, giá phân bón từ nay đến cuối năm sẽ tăng nhẹ do nhu cầu phân bón tăng lên khi bước vào mùa mưa cũng như nhu cầu chuẩn bị phân bón cho vụ Đông Xuân 2024. Bên cạnh đó, giá ure trong nước phụ thuộc rất nhiều vào giá than và khí nguyên liệu đầu vào. Trong khi đó, hiện nhu cầu than và khí cho sản xuất điện tại Việt Nam tăng cao nên giá hai nguyên liệu đầu vào quan trọng cho sản xuất phân đạm này cũng có thể tăng lên, khiến giá thành sản xuất ure sẽ tăng theo.
Ông Phùng Hà, Phó Chủ tịch kiêm Tổng Thư ký Hiệp hội Phân bón Việt Nam cho biết, hiện công suất sản xuất phân đạm ure của 4 nhà máy thuộc Tập đoàn Dầu khí Việt Nam (PVN) và Tập đoàn Hoá chất Việt Nam (Vinachem) đã lên xấp xỉ gần 3 triệu tấn/năm trong khi nhu cầu tiêu thụ trong nước chỉ ở ngưỡng 1,6-1,8 triệu tấn/năm. Vì vậy, mặc dù giá phân ure có thể tăng nhẹ trong những tháng cuối năm nhưng nguồn cung phân bón trong nước hoàn toàn đáp ứng nhu cầu phân bón cho sản xuất.
Trước biến động của thị trường cộng với lượng hàng nhập khẩu số lượng lớn trong những tháng đầu năm, CTCP Xuất nhập khẩu Hà Anh trong 6 tháng cuối năm cũng sẽ chỉ tiêu thụ phân bón sản xuất trong nước, thay vì nhập khẩu phân bón như mọi năm.
